Alliant 3 Post-Submission Guide
Purpose: This comprehensive guide clarifies your options and responsibilities after the submission deadline has passed for the Alliant 3 solicitation. It details how to handle exchanges, manage amendments, and access final evaluation results.

Before You Start
Make sure you know the following essential facts for the post-submission period:
Data Lock: Your proposal is locked, and no changes are allowed. Changes made in My Company will not affect your submitted offer.
- GSA Contact: All official communications regarding the evaluation must be directed to Alliant3@gsa.gov (for passwords) or the official email listed in the RFP.
Warning: The system's status (Submitted) will not update until GSA issues the final award notification.Steps
1. Monitor and Respond to Exchanges
The Program Office may start an Exchange, a message thread used during evaluation.
- Access: When notified, log in and go to your submitted proposal's Exchanges tab.
- Respond: Review the inquiry and enter your response. Note that all business users can respond to an exchange.
- Attach Documents: Documents can be uploaded on the Attachments tab.
- Action Required: If you upload documents, you must click Finalize Attachments to confirm the documents are ready for the government's review.
Warning: Exchanges are time-sensitive. Failure to respond by the date prescribed may result in removal from consideration of award.
Restriction: You cannot recall or make changes to an Exchange message after sending it.

2. Handle Password-Protected Financials
If your GSA Form 527 or associated financial documents are password-protected, the password must be submitted separately.
- Send Password: Email the password for your GSA Form 527 and associated financial documents to A3PSWD@gsa.gov.
- Information Required: The email must include the Offering Entity Name, UEI, CTA Member Name, and File Name of the protected document.
3. Access Final Results and Debriefs
Final evaluation results can be available for download within the portal.
- Award Notification: When the final award is announced, you will receive a notification outside of Symphony.
- Access Debriefs: Log in and select the Submitted View for your proposal.
- Download: Navigate to the Debrief tab and Download the Debrief Letter and any attachments.
Troubleshooting

| I need to correct a mistake in my original submission documents. | Your proposal is locked. You must contact the Program Office (Alliant3@gsa.gov) directly and advise them of the correction. |
| You are receiving advisory messages in the proposal summary. | The proposal is locked. These advisory messages were present at submission and are part of the evaluation record. They cannot be cleared. |
| You need to withdraw your offer after the deadline. | You must contact the Program Office directly at the email address listed in the solicitation. |
| You cannot access your Symphony account. | If you require access to your Symphony account, contact the Apex Logic Help Desk for a login reset. |
