Prepare Your SOFGSD Technical Proposal

Purpose: This guide helps you select, score, and tag your work samples to meet the unique requirements of the SOFGSD solicitation. It also covers Volumes I and III, administrative and responsibility material and price information.

Before You Start

  • Active SAM.gov Record – Symphony pulls your CAGE and UEI data directly from SAM.
  • Top Secret FCL – All offerors and JV managing partners must have a TS Facility Clearance.
  • Identify 5 Projects – Do not exceed the 5-work-sample limit.
  • Tier 1 Rule – At least one Work Sample (WS) must be Tier 1 (Small Business Prime or JV Protégé).

Steps

1. Document Your Business Assets

Go to My Company → Business FactorsUpload your Facility Clearance, Accounting System, Cybersecurity, Financial Capacity, and other certifications/documents for each factor. All factors claimed here carry forward to your proposal. Reference: Manage Your Business Factors.

2. Identify Your Team Members

Adding a partner company requires two stepsReference: Manage Team Members and MRCLs.


  1. Company Level: Set up your team structure in the portal before entering project data. 
    • Claim the required Business Factors then upload your partner documentation in the Team Member's Documents tab. 
       
  2. Proposal Level: Go to your Submission and formally add the team member to the proposal.

3. Create Your Project Assets

Use the My Company → Projects/Past Performance template to create your work samples and enter your CPARS ratings. Ensure your project was active in the last 5 years and meets the 6-month consecutive performance rule. Reference: Manage Your Company's Projects and Tagging.

4. Assign Work Samples to the Proposal

Navigate to your Submission and formally add the Projects/Past Performance to the proposal. Categories 1-6 can be claimed here, but Category 7 (CPARS) is claimed within the project experience within company assets.


  1. Select a project from your Company Library.
     
  2. Click Begin next to the Project Title. On the Performance Factor screen, formally claim your project scores. 
     
    • For your Small Business/Protégé project, check the box labeled Work Sample Tier and select the Tier 1 Project.
    • Scroll to Category 2 (Geographic Bonus). If the work was performed in Germany or Korea, select the appropriate location.
    • Scroll to Category 5 (SOW Depth). Check the boxes for the scope areas (e.g., Program Management) supported by that project. Symphony uses AND logic here—checking all applicable boxes maximizes your SOW coverage.
       
  3. Review the Score Card. Verify the total score reflects your claims for Categories 1–7. 
    • Warning: If the Scorecard lists more than 5 projects, remove the excess samples. Refer to solicitation guidelines for max claims possible across work samples or for a tier 1 project.


Note: The "Location in File" field is the technical link between the claim and the file. Provide a brief comment identifying the Section and Page (e.g., "PWS Section 4.1, Page 12"). The program will use this information to locate the evidence in the file provided.

5. Upload Administrative Requirements

Navigate to the Submission Documents tab in your proposal workspace.

  1. Select the document type. Choices are SF33, Executive Summary, Staffing Proposal Pricing Template, and Cost/Price.
  2. Upload Documents one at a time for each option.
  3. Click Review and Submit to perform a final check and submit before the deadline.

Troubleshooting

Issue
Fix
[Company Name] SAM Record must contain NAICS Code 541611 with a size standard of $24.5 million.
If your SAM data is incorrect, contact the Help Desk to refresh your SAM.gov snapshot.
Business Factor Missing: [Name] must be provided.
  1. Go to My Company or Team Members → Business Factors
  2. Click the named factor to upload and save your claim. 
[Requirement Document] has not been uploaded.
  1. Go to Submission Documents within your proposal
  2. Click Manage Documents
  3. Upload the required document.
[Team Member Name] does not have any Partner Agreement documentation.
Go to My Company → Team Members Team Member → Documents and upload the Teaming Agreement in the designated slot.
Penalty score is too high
Re-verify your Category 7 entries in your Core Project Details. Ensure all items without a CPARS rating are marked N/A to avoid score dilution.
