Non-Federal Project Experience

Follow these instructions to add non-federal projects to your Company Assets in Symphony.

 

1. Go to Projects 

  1. Navigate to My Company and select the Projects/Past Performance tab. 
  2. Click the +New Project Experience button to add projects to your company assets before starting your proposal (See Figure 1).

2. Start Your Project Reference

New Projects are entered by filling in the fields and following the steps relating to your Project References, Documents, and Details. Non-federal Project types are available when you select the type of contract (See Figure 2).

The first three options in Contract Type are not Federal Contract Types. They are Commercial and Other Types.

  • State/International/Non-US Fed Govt/Commercial Projects
  • First-Tier Other Than Small Subcontractor to a US Federal Govt Contract
  • First-Tier Small Subcontractor to a US Federal Govt Contract



State/International/Non-US Fed Govt/Commercial Projects allow you to enter the name of the customer who requested the project performance (See Figure 3).

  • If you are adding a project where you performed as a subcontractor, since you are not contracting directly to the government, this would be considered a commercial project.  You would then enter your subcontract information and select yourself as the Team Member on the contract.

First-Tier Other Than Small Subcontractor to a US Federal Government Contract allows you to enter the name of the customer who requested the project performance. 

  • This type applies to "Other than Small Business (OTSB)" companies. 
  • The customer can be the Prime contractor with the privity of a contract with the government; then the Federal department name and agency that awarded the contract can be selected.


First-Tier Small Subcontractor to a US Federal Government Contract allows you to enter the name of the customer who requested the project performance.

  • This type applies to Small Businesses. 
  • The customer is usually the "prime" contractor with the privity of a contract with the government; then the department name and agency name that awarded the contract can be selected. 



In Commercial and Other Types of contracts, the prime contractor field becomes the "Team Member who performed the work on this project".

  • Adding Team Members or MRCLs to My Company > Team Members or My Company > MRCLs before adding projects makes them available for reference as the Team member who performed the work in the Project entry screen. 
    • If you are using a subcontractor's projects and they were the primes on those projects, you would need to add them as team members.
    • All Team Members' or MRCLs that will be part of an offer must be added to Symphony using a UEI and Cage. 
  • If you managed subcontractors on a project where you were the prime, you do not need to add them as team members. You only need to upload the supporting document to the respective project.
  • If you claim experience as the prime on your project with a previous Joint Venture company, you do not need to add them as team members. You only need to upload the supporting documents in the respective project showing your relationship and include verification for the portion of work that was performed.

3. Upload all your Project Documents

Before you upload your project documents, give them descriptive file names (See Figure 4).

Uploaded files should have annotations (“tags”). (See Symphony Tagging).

  • You can rename or tag your files outside Symphony.
  • Use simple “tags” to make this process easier for yourself and the evaluators.
  • File References direct the evaluators to the relevant project document (See Figure 5).
     

4. Complete Your Project Details

The project details you enter will be considered against the scorecard as they apply once the project is added to a proposal and additional Performance Factors are claimed. 

  • Some project details are optional and can be required in future solicitations. 
  • If a question does not relate to the solicitation, it is not a requirement and is not scored. You can choose to ignore it. 
  • The solicitation should always be used as the source of truth.

5. Review and Complete

Review the project's general information and documentation. Save and Complete to add the project.

  • A table will display the added Projects/Past Performance and the ability to view, edit, or delete them from your company assets. Use the Project title as a link to review the general information and documentation. 


6. Next Steps

  1. Return to the Dashboard and go to the Solicitations tab to add projects to your submission. 
  2. Performance Factors will then be available for additional scoring elements (See Figure 6). (See the Offeror Support folder for more information).
