Start building the asset library by using the My Company link.

  • We recommend starting with Business Factors and setting the Solicitation Preferences to Alliant 3 so the preference persists in the Team Members and Projects/Past Performance sections (see Using the Solicitation Preference Feature). 
      
  • An Archive function now allows a user to hide OASIS+ projects from view. To upload an Alliant 3-specific version of the same project, the project name must be different.

Offerors can also use https://alliant.app.cloud.gov/ to access the Alliant 3 solicitation.

Who receives notifications about Clarifications?

Clarification notifications are sent to a company's registered Administrators and the Open Market Proposal Manager. They do not go to other Staff users (see Responding to Clarifications).


Is there a way to organize projects to separate OASIS+ and Alliant 3?

Yes. Symphony saves the Proposal Details and documents to protect the integrity of an offer after a solicitation deadline (see Using the Solicitation Preference Feature).


Should I be seeing my OASIS+ uploads?
Company assets uploaded for OASIS+ remain in Symphony and are available to add to the Alliant 3 submission if users wish to use them. OASIS+ submissions were locked at the deadline, so any changes made to these company assets, such as updated documents, will only apply to Alliant 3 and won't impact OASIS+.

What Period of Performance Start Date and End Date should we use for Collection of Task Orders in Symphony?

Enter the start of the first task order and end of the last task order for the POP start and end dates.


Is there an attestation in Symphony to indicate that all the files have been scanned, and are virus free?

All uploaded files must first pass virus detection.  If a virus is found, the Symphony administrator is notified. Depending on the Security Team’s assessment, offerors may or may not be notified regarding the failure of the upload due to a virus.


I'm a Small Business. How do I claim points for my Small Business Emerging Technology Solutions Engagements?
Small Businesses are automatically credited with 1,000 points for this scoring element. Users can verify the points in the Live Score.


How do I add a Small Business Emerging Technology Solutions Engagement?

  1. Go to My Company > Business Factors and scroll down to Other Documents
  2. Click on the link, select the Engagements, upload the supporting documents, then click Claim.


If I used a project for OASIS+, can I Archive it and provide a different version with documents specific to Alliant 3?

The Archive feature enables a user to hide the old version from view and provide a new one. The Contract and Task Order numbers can be the same, but the project name must be different.


What is the maximum file size for Alliant 3 uploads?

The maximum size is 100MB for any single file. The system will allow as many files as needed to support the claims.


My company is submitting a proposal by itself and has no subcontractors or team members. How do we document Organizational Risk Assessment?

Claim the ORA Performance Factor for the project and do not upload a document. Symphony will add those points to the score.


I uploaded a Collection of Task Orders as a Primary Relevant Experience Project. Now I want to use one of the Task Orders in it for an Emerging Technology Project. How do I do this?

Treat the individual Task Order as unrelated to the CTO and upload it separately. The system will not allow you to use the same Contract and Task Order numbers in two different projects. Add a suffix to one or the other so that the system sees them as unique.


Symphony is hosted on cloud.gov with a Federal Information Security Modernization Act (FISMA) Moderate 3-year ATO (Authorization to Operate). Details can be requested from the General Services Administration Information Technology (GSA IT) Security office.

Check SAM (Alliant 3 GWAC Request for Proposal (RFP)) or Interact (Alliant 3 GWAC Activity Feed) for updates from the Program Office. Office Hours will be available with the Symphony help desk to provide live training and technical support.
