Starting an Offer for OASIS+

This guide provides the steps required for using the Symphony platform to collect assets for an offer for the General Services Administration (GSA) Oasis + solicitation.

Timeline

On June 15, 2023GSA’s Office of Professional Services and Human Capital (PSHC) released the final Requests for Proposals (RFPs) for six contracts that encompass the OASIS+ program. This marks the final step in the acquisition phase of standing up the next generation best-in-class multi-agency contracts for complex non-Information Technology (IT) services (See OASIS+ Multi-Agency Contract Interact Feed)
On October 20, 2023, GSA’s Office of Professional Services and Human Capital Categories (PSHC) officially closed the initial proposal submission period for all six OASIS+ Request for Proposals (RFPs).


1. Start in My Company

From the Dashboard page, go to the My Company page to add the company’s assets and experience. Information gathered through My Company is foundational for proposals built in Symphony (See Figure 1). Symphony calculates proposal scores as assets are added or subtracted.

2. Adding Teaming Partners

A company proposing with other companies must go to the Team Members tab in My Company to add team members, claim business factors, and provide agreements supporting their arrangements (See Figure 2).

Include Attachment J.P-7 and the Joint Venture Work & Qualifications Template as required. Duplicate documents are not required for multiple submissions. 

Team members must first be added to Symphony to be project references. Team member engagements can include:

  • Joint Venture Member

  • Joint Venture Subcontractor

  • Mentor in an SBA-Approved Mentor-Protege Agreement

  • Protege in an SBA-Approved Mentor-Protege Agreement

  • Subcontractor


Note: In Symphony’s terminology a Team Member is an organization that formed a Joint Venture or other business organization with a Prime Entity for its proposal submission. It does NOT represent a user or group of users from a company. Those individuals are known as users.

3. Adding MRCLs

If a company is proposing to use business factors from a company it is affiliated with through corporate structure, enter the affiliated organization into Symphony using the Meaningful Relationship Commitment Letter (MRCL) tab on the My Company page (See Figure 3).

If the relationship type does not appear on the MRCL list, the affiliated company is a Teaming Partner. Claim MRCL business factors under the Prime Offeror.

4. Adding Business Factors 

The Business Factors tab in My Company is dedicated to Prime Offeror information (See Table 3). When a business factor is claimed, provide the required information, certify it, and save the claim. Business Factors are automatically placed in the proposal for each domain, when available, and scored. Duplicate documents are not required for multiple submissions. 

Mandatory Business Factors for an award include:. 

  • Cybersecurity & Supply Chain Risk Management (C-SCRM) - Attachment J-3 

  • Financial Resources

  • Individual or Commercial Subcontracting Plan (applicable to all OTSB offerors).

  • Professional Employee Compensation Plan

  • Representations and Certifications (Section K and SAM.gov record)

  • Uncompensated Overtime Policy

5. Adding Projects 

Project documents are used to substantiate claims made in a proposal. Information for such claims is entered in the Projects tab on the My Company page (See Figure 4). The list below is not comprehensive. These documents include:

  • FPDS Report - Attachment J.P-2

  • Project Verification Form - Attachment J.P-3

  • Past Performance Rating Form - Attachment J.P-6 (when CPARS* information does not exist).

*(Contractor Performance Assessment Reports).

Though Core Project Details do not need to be entered into the platform Symphony may use mapped criteria as additional scoring elements. Some project details are unique to certain domains or may be required in future solicitations. 

Note: Any missing scorecard elements will be a project’s Performance Factors and are claimed in a proposal submission as they apply to the OASIS+ Domain scorecard.
