Using the Polaris Symphony Portal

The PSP includes Small Business (SB), Woman-owned Small Business (WOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), and the HUBZone Pools. The required URL for Polaris offerors is https://polaris.app.cloud.gov/Users cannot access Polaris from another URL.


Timeline
On June 30, 2022, the Polaris Submission Portal opened.
On October 7, 2022, the Polaris Small Business Pool closed

On November 18, 2022, the Polaris WOSB, SDVOSB, and Hubzone Pools closed.

On September 20, 2023, the Polaris Small Business Pool reopened for existing offerors who submitted a timely proposal for the Polaris GWAC.  
On November 7, 2023, the Polaris Small Business Pool closed.
On November 30, 2023, the Polaris WOSB, SDVOSB, and HUBZone Pools reopened for existing offerors who submitted a timely proposal for the Polaris GWAC.

On January 12, 2024, the Polaris WOSB, SDVOSB, and Hubzone Pools closed.

On September 03, 2024, GSA posted on SAM that they are completing the evaluation process and nearing an announcement of awards for the Polaris GWAC SB Pool. Contract awards for the SB Pool are now planned to be announced in the first quarter of FY25 with the WOSB, HUBZone, and SDVOSB Pools to follow later in FY25. A new amendment was posted to all pools to extend the offer acceptance period for existing offerors based on the updated award timeframe.

    


Navigating the Polaris Symphony Portal

A user-specific dashboard for the available solicitations is displayed after logging in to the Symphony platform (See Figure 1).

Features of Symphony may include the following.

 

The Solicitation Details

The solicitation details will include the Q&A deadline and the Solicitation Deadline. 

  1. During the Ask Questions period, users can ask questions and view responses.
  2. When the Solicitations are open to submissions, users can start, continue or view their proposal. 


The Pool Submission

Complete the Company profile using the My Company link before applying for a pool. 

  • Users cannot reset or cancel a submission once started. 
  • Review before submission.
  • Polaris will only receive submitted proposals. Symphony will display the submission date and time, with the option to view the details and save a copy for record keeping.
  • Authorized users can retract a submission by using the Modify Submission option before the deadline. Once the Solicitation deadline occurs, no more changes are allowed.


Administration

Only a Symphony Administrator can access the Administration link (See Managing Other Business Users). A Symphony Administrator can activate additional users in their company after they register for Symphony and can only activate users registered in the same instance of Symphony. 

 


Managing a Proposal

Users can only "Start" or "Continue Submission" when the Polaris solicitation(s) are open to proposals. 

 

Proposal Details

The Proposal Overview summarizes the information entered in Symphony, such as Team Members, MRCLs, Project Experience, and other Business Factors relevant to the solicitation. 

  • Validation messages do not prevent users from submitting a proposal and also display to the evaluators.
  • The Scoring Information, Document Library and the SAM data are also on this page.  

 
Proposal Contacts

The Contract Manager and Program Manager are assigned to the company's registered users in Symphony before submission. 

  • The key personnel cannot be updated in the Administration link or modified after submission. 
  • The CM and PM can only be changed after contract award (See Contract Holder Tasks & Performance).

 

Proposal Document Library

The Document Library contains all files uploaded to Symphony and included in the original offer. 

  • The files must only remain until submission. 
  • Clarification documents are kept separate (See Inquiry Management).
